Tournament cheating tolerated?

Room Quality Rating: 2
Room Quality Description: Rarely had a no-limit game except during the very busiest times. Nothing really stands out about the room, and my bad management experiences (see below) cost them one point here.
Competition Rating: 2
Competition Description: Only played tournaments: players were pretty typical, but somewhat on the more skilled and dangerous side for cheap Las Vegas tourneys.
Dealer Rating: 3
Dealer Description: Mostly old-timers here. Not many mistakes from them, but a couple bad/slow dealers drag down the overall rating.
Cocktail Rating: 3
Cocktail Description: Average to slow speed for service; a little less eye candy than other rooms.
Management Rating: 1
Management Description: Here's where I was really disappointed. Last trip I gave management high marks, but one particular floor man gave me real cause for concern. The guy with brown hair and a mustache generally gives off a vibe of not wanting to get involved in any decisions. Basically he'll make whatever ruling lets him walk away as fast as possible during tournaments.
In a particular instance, a local player was moving to our table. Instead of sitting down and taking his big blind, this player looked to see where the button was, then wandered away and came back after the blinds passed him. This happened when the blinds were pretty big, so it's a big advantage to "accidentally" take a few hands to arrive at the new table. Two players noticed this happening and called the floorman over. The player didn't deny it at all.
The floor man did NOTHING about this except say "sorry, Mr. XXX, you'll have to post your blind next hand" and walk away. The dealer had to try and figure out what that meant. So the player paid no price for trying to cheat the blinds. When caught, he broke even on the deal by "buying the button". Feel free to cheat here in tournaments and this floorman won't do anything much to punish you, at least if you're a regular player.
This might seem like a small thing, but I suspect this floor person will respond in a similar way to all but the most blatant and undeniable cheating. I do NOT trust this man to protect me from locals colluding, sharing information, or angle-shooting during the tournament.
I would now recommend skipping this tournament and playing one-third as often at the $180 8pm Venetian tournament. Better management, better payout ratio, and the players aren't a lot tougher there.
Some of the floormen (the older guys) are quite friendly, and they all do a good job of getting the tournament signups handled efficiently, but I can't give anything other than a 1 here as long as even one manager appears to allow cheating in the room and/or to show blatant favoritism to locals over tourists.
Comps Rating: 2
Comps Description: Decent free sandwiches during the tournament. I asked a manager if I could get some comps for playing in the live game, and I didn't qualify for a couple of reasons. No big deal, except that the floor man seemed to get a lot of pleasure from turning me down. Another sour experience with management.
