Was wondering, do any of you know of the hanging dummy under the bridge at NYNY?? Dressed in orange jail-like clothing.

I saw it on the last day I was there and didnt know what it is/the signifivance of it....

It's gotta be something for Halloween but a guy in a orange jumpsuit, that just seems like bad taste. Is it suppose to be someone from Guantanamo Bay or something? Why can't that just have a plastic skeleton like everyone else.
