100NL on merge. I have only been at the table for about 15 hands so no reads on villain other than...
villain is noob with less than 1K hands on PTR and has losing stats over that short sample. he's prob not good but I don't know whether he is an aggro fish, calling station or whatever. i got no stats on him yet and it is a small sample.
I am second to act and make a standard raise to $3 with Villain calls right behind me and everyone else folds. Pot is $7.50 prerake and we are heads up to an excellent flop of
I make a standard cbet looking value bet of 2/3 pot or $5. Villain smooth calls.

do I go for pot control or keep building the pot? I do have the but I figure that is mostly meaningless. If I am going to pot control I plan to call any bet that doesn't involve a heart on the river (and obv raising if the board pairs).
If I do bet the turn for value, I am never folding to a reraise against an unknown.

I either check/raise the turn and call his shove (with my fingers crossed) or bet again on the turn and call if he raises (or shove, depending on size). I think check/calling for pot control is too risky in case he checks it back. This assumes you don't have much information on him. But a set here is usually good against a random opponent, so over the long term it will be profitable to get all the chips in here IMO.
Another good thing about check/raising the turn is that in future hands, when you check for pot control (such as having a hand like KT on this board), people will be scared to bet their weaker hands for fear of you check/raising again....so that will work to your advantage when looking for a cheap showdown.

I bet 100% of the time with set here, hoping villain will go nuts with a pair+fd type of hand. Checking is too risky, villain will too easily get a free card with a high heart in his hand.
I will bet the turn and see what happens. If he raises, you probably have to get it all in against an unknown villain. I prefer doing that than giving a free card. Whatever happens, it is good to see villain's response, and you can add it to your notes on the guy. This will help you in the future, say you have TPTK on the turn instead of a set.
All options work except check calling, check folding, or bet folding. Personally when 100bb deep, I'd bet the turn and shove if he raises. You'll see a flush a decent % of the time when you get it in this way, but youll also see top pair with nut heart draw or 2nd nut heart draw. Check raise getting it in is ok, but it's pretty tilting when it checks through and you miss all value vs hands like KQ no heart when the 2h hits the river.

i was trying to figure out whether to bet out or not (which I believe would fold out hands like KJ or worse and essentially would only get called by flush draws depending on the size of the bet). so thought if I made the pot size bet he'd fold out unless he had a K and a high heart or better (maybe I gave him too much credit... esp as a loser over a small sample). Plus I was never folding if I bet and he raised. So I didn't like the larger bet. then in my head I felt betting smaller might get flush draws to come along anyways and still might fold out his paired K hands.. though not really sure what he does with hands like K10 or KJ if he actually called pre with those.
so then i thought hey if i check I can look to bet out on the river if he checks behind or lead out or check/call a reasonable bet if a heart hits (though really my 9 is mostly a bluff catcher). If he bets the turn I can then check/raise him and get better value from his weaker hands.
so I decided to check... I didn't miss any value on the turn. Instead the following happened...

of course i wonder what he would've done had i bet the turn? i did make a note that he called my early position raise with K10 offsuit in case i see him again.

Yeah, this is pretty much why I like betting the turn. By betting you force him to make a mistake by calling with his hand, etc. Mostly, and I'm sure you can tell this by my previous posts, I like to bet. My game is putting pressure on opponents all the time. I normally choose a bet or raise over a check if I feel it's a close decision. Not saying this is right, and of course I do think there is a time to check hands to bluff catch, etc, but that's just how I play.
