I suspect there is probably a difference between offering free wi-fi that happens to be used by a few patrons for online poker, and advertising your establishment as a place to play online. As long as the free wi-fi is pretty much analogous to your Starbucks example, I doubt the police are going to care about the bar's involvement (not to say it is necessarily legal, just that it's not going to be something the authorities are likely to care about). Once you hang a neon sign out front that says, "Prime Moose, Karaoke, & Poker", then you might be inviting unwanted scrutiny ...
